Ive been told my chin to philtrum is one of my major flaws but what can i do to fix it

just not ideal , if you have good bone remodeling genes you can bonesmash your way through it
if not , you can get fillers , implants

1 - 1.5, owchie, ppl say 1:2.5 is ideal but imo the bigger the better in proportion ofc, me personally i would go for 1:2.75 - 3 for masc look.
