Based on this picture, I'd suggest the following mix of softmaxxes & hardmaxxes :
- get rid of the quasi unibrow
- laser hair removal for body and potentially face
- rhinoplasty (tip plasty in particular)
- filler (Radiesse & co) to improve jaw angles and chin
- buccal fat removal
- exercise your neck to make it wider

I actually forgot to address your eyes : the palpebral fissure height (PFH) looks very small. I think you might benefit from ptosis repair, as your upper eyelid covers your pupil quite much and it gives you a tired look.Alrightt, tysmmm!!

Despite being a small change, it is quite impactful.
I have also simulated a corner lip lift, for the sake of it. I wanted to see the effect it would have on your face. It is not a mandatory procedure for you.
As I assume that you'll be managing the situation with limited funds, here's a list of suggested procedures from least expensive to most expensive :
- plucking the unibrow
- neck exercise (gym membership or using some weights at home)
- laser hair removal
- fillers
- buccal fat removal
- ptosis repair
- rhinoplasty
