Whats the chance my doctor will agree to a surgery?

I have an eye doctor (public healthcare not private clinic) for some eye issues I had. They do eye surgeries like eyelid retraction surgery and OD if its impacting the eye health and functionality, or if it looks insanely subhuman (I'm not of age yet so I could maybe get one for cheaper prices). What's the chances of me giving him an excuse and him actually accepting to do eyelid retraction surgery or OD do y'all reckon?
