Whats the deal with ice hooding?

It's something I want to try out whilst I save up for canthoplasty.
I've got no fucking clue how to do it so if someone could help a real one out.

Take a bowl and fill it with cold water (the colder, the better, put some ice in it if u wan't), dip your face for as long as you can (about 30sec), repeat 5 times everyday.

note: was not consistent, but got slight results (minimal)

I've seen guys with decent results from it, but some people say that it burns fat pads. I haven't seen a single study or any science to prove that claim though.

Yeah I want to avoid that because I have eyebags.
Something like that face mask could make it worse
