What's the deal with “Tales of Joe”?

I keep seeing people mention some story called tales of joemon other forums. I read a few parts of it and it honestly felt like a mix of anime parody, fantasy worldbuilding and meme humor. Is it supposed to be an actual story/lore project, or just something people made for fun?

Anyone here actually following it? Not gonna lie, it’s kinda funny but I don’t understand the background behind it. Can someone explain the origin of it or why people hype it?
