What’s the difference between downturned eyes and a negative canthal tilt

I have seen some examples of downturned eyes that look kinda good on people bc they still have a positive/neutral canthal tilt, but why do some eyes look downturned despite not having a nct? Examples are Timothée Chalamet, and Vinnie hacker on some photos

What about negative holding and a droopy lower eyelid? Can cause the downturned look.
