1. what is in etf?
It is a basket of securities that tracks or seeks to outperform an underlying index.
In this case, the etf would hold XRP, and the value of the ETF therefore tracks/mimics/equals the price changes of XRP (the asset it holds). The etf fund, has to buy more/extra XRP, when more people in their fund buy it to keep it pegged.

2. Why does an ETF matter? Why would someone not "just" buy XRP (the asset) itself?
It may matter basically because people expect it to bring in NEW people/money.

A.
Because NEW kinds of people, may start to buy XRP that did not before. Now, it's for ALOT of people (boomers, people in shithole countries banned from crypto exchanges, etc..), difficult to buy XRP. They don't trust or register on crypto trade platforms. And they don't know how to directly buy XRP, since they don't know how to set up a crypto wallet etc...

It's easy to buy/sell and ETF for traders.

Often/regularly. When it's a big playe/fund, like Blackrock. They after having an ETF of something. They go around, marketing their new ETF, to the wealthy boomer clients they have. And may convince a decent portion of them, to exchange some of their stocks/cash/gold/etc.. into this new ETF. Which results in new/extra money flowing in
