I'm not sure either, haven't seen this feature before.
But from what I can tell, judging by the screenshot, I suppose it's merely a feature that would allow us mods to supervise certain PMs between users.

Maybe it's got something to do with the fact that users report content that was shared through their PMs at times, conversations/content that we don't have access to (unless invited). So maybe it merely means that we will be able to resolve reports in the PMs as well now, if necessary.
