when does chin/lower third completely stop growing

At 20 I look pretty ok with a short beard now, but very bad without it.
Its okay for daily life/hookups, but what if I get a girlfriend and she wants me to shave?
Can I still expect any changes in time?

Your lower third probably looks bad because of recession. Puberty/development will make the chin and jaw more square, but projection is determined by oral posture. You probably need jaw surgery
