when measure pfl would you measure perceived pfl or where the sclera ends

would i stop measuring where the white sclera part ends on the first line or measure the entire perceived pfl including the eyelashes at the second line furthest to the left

i would assume thats the correct way bcz ur pfl appears longer when including the eyelashes and it’s not fraud bcz it’s not like ur lashes disappear ever
