I think it’s just a case of the most developed countries being more likely to have female leaders compared to poorer ones where women rarely reach those positions. The success comes from the competence of the government which is usually higher in developed social democracies, not the sex of the leader

There is a minimal amount of women required by law to be in the parliament, regardless of their merits. Just like many goverment departments require a minimum amount of clinical retards/downs hired.
