It's largely cultural. Some countries focus on Olympiads from elementary school, while others don't even hear about them until their final years of high school. It has nothing to do with iq, really. Obviously, individual performance does, but only relative to the person's own population. Most science Olympiads involve very specialized techniques that take years to develop and master. It's virtually impossible to win anything major if you haven't studied for years, especially in the major comps.
