Anageninc, rudirect, minoxidilmax (looks like a scam site but it's legit).

There are also Chinese factories that let you test the product by sending 1gram. You can also buy it in bulk from some Chinese factories but you're gonna have to have a trick them with a fake company, and if you get caught bigger trouble. Wouldn't recommend it but if you're broke you can try.
