Where can i get skim bleaching creams?

In my country, skin bleaching creams are as far as i know only available with prescription, and one only get prescription if one have a serious skin condition. So there is no store that sells it where i live. Does anyone know if there are any grey/black markets where one can get it and/or on darkweb?

Also, where can one get products to color one's hair blond?
