ive had success and failure by saying something like "Hey just saw you/you walked past me and I thought you were pretty and wanted to come say hi"

Just saying that will usually give you a good feel imo because she'll either reject right away or be really happy you approached her. IMO it doesnt really matter what you say its just if she likes how you look or not e.g. I dont think "the best" pickup line will get you any better results
