Well obviously there are online stores like Amazon where you can buy it but I assume you mean in person. I don't know much about German places but you could go looking for a local pharmacy and there's good chance they might have topical minox.

Yes it’s extremely toxic for cats. Shouldn’t be hard for you to avoid that tho. I’m using topical minox for eyebrows and all u gotta do is take the dropper and put the minox in the cap, then dip Q tip in and apply. Not sure how a cat would even get in contact with it given you store it properly and close the cap.

Brows 1-2 spray is enough that would last a really long time. Just go in your nearest pharmacy and ask for minoxidil 5%, i do that its simple
