low value people can only fraud value when they are surrounded by enough of their own kind and can run "roam in packs" game which can only happen in cities
Put a chav/ethnic who thinks he's a big shot around his city mates into a village by himself and he will fail to make any connections because he will find nobody low level enough to associate with
