It’s supposed to be symmetrical, it’s a representative neo gothic building built to symbolize the strength and centralized nature of the governance. Designing it asymmetrical would make it goofy and it would lose it’s purpose
I think it is designed with a hole in the middle because it is not very deep in proportion to it's height and width, without the hole wind forces could blow it over.
