The PSL scale is autism, so that doesn't mean much.

The average girl in Northern Europe is better looking than the average girl anywhere else. They've got it all: Fair features, tall+athletic body types, aristocratic/model-esque facial features. They often do have the major failo of being too masculine-looking (manjaw, robust body), though. What's really amazing about a place like Scandinavia is not the elite tier of women, it's how often you see women who would be considered hot everywhere else in the world. Attractive is the norm there.

Russian women have a less perfect average set of features, and often look too round- and baby-faced. But they are more slim and feminine on average, and the ones towards the top are the perfect balance. There is a reason so many top models come from Eastern Europe.
