Poland is the most prosperous out of these countries with insane economy growth and also has a positive female to male ratio, and the males are all fat Pyotr’s. It is also in the EU which is a big positive and you can easily get to surrounding countries including Latvia. Russia is a shithole and low status in 2025, and is friends with North Korea (jfl), so I would go for either Poland or Latvia

I guess, if Residence and citizenship is not an issue, you should look at 3 things

1. A uni that has a good faculty teaching the course. Since you are spending at minimum 2 years, you want to atleast be interested in the thing you learn

2. What the future holds after you graduate. The thing you learn should make you employable for the region. If you pick something that has no value in that country, what happens if you want to switch companies ?

3. The life in that country. Apart from all this, you'd also wanna make sure that the country is atleast stable if not growing. No use going to a stagnant country
