If you have downwards growth, the only thing that can be done surgically is CCW of the upper and lower jaw, usually with some posterior impaction of the maxilla if your middle thirds are elongated.

Keep in mind that this is limited by your existing occlusal plane. Your occlusal plane is the angle where your teeth meet inside your jaw so if it’s already neutral, there’s not much rotation of the jaw that can be done without messing up your bite.
