Justin Bieber lacks lower third height (kind of like me) and overall width (bigonial)

Thats why with a lower NW-1 hairline he looks better it reduces his upper third to even it out with the middle and subsequently lower third.
If he had more chin height and a wider bigonial NW0 would look better.

Unless you have a prettyboy/young teen face (JB slayer) NW0 works best.
