Whichever group of women has the highest exposure to below global average male height.
Women just want better genes than the average, but if the average height for a town is 5'11" then 5'6" dudes are going to have a hard time in that town.
"Exposure" also means access to the internet and dating apps which exacerbate this hypergamous behavior by expanding women's exposure to potentially above average genes.
