Maybe I'll do the write-up tomorrow. But you should be able to figure out what kind of surgeries (and also 1 softmaxx) are suggested by this morph.
You took that picture quite close to your face (too close), so there may be some distortion going on, and my morph may be somewhat off as a consequence.
Regarding the undereye issue in particular : your orbital vector is not negative, so that could be an argument against infraorbital implants, and in favor of fat grafting. Yet, I remember seeing implant results that radically fixed issues very similar to yours. Also, keep in mind that more than 1 fat grafting session may be necessary to achieve the desired results, because post-op retention seems significantly lower (on average) and unpredictable in the infra region VS in the supra region (where you could have some fat grafted as well).
Anyway, if you want a definitive answer, you should ultimately consult with a few oculoplastic surgeons.
When you zoom in on the original picture, you can see he has some small hairs growing towards the glabella ; either he plucks them out, or they currently do not reach terminal length, caliber, and pigmentation. If the latter is correct, then I think he could reasonably expect some growth after consistent use of minoxidil + microneedling. Maybe not to the extent shown in the morph ; it is hard to predict.
