Also get a tan, and train your neck

Main problem with your eyes is the excess skin. Surgery to fix that is upper blepharoplasty

Not really dude. The excess skin is giving the illusion of negatively tilted eyes.

You should prolly just consult a surgeon because they will know alot more about the specific surgerys you need.
