Besides, education does have an effect on iq. If you never learned how to read by 15, your brain will have already lost a lot of elasticity without receiving the proper stimulus to grow. So you become dumber for the rest of your life. Receiving basic education in infancy is extremely important for reaching the full potential of the human mind. Yeah, I doubt they would reach the same iq as whites even under optimal conditions, but I’m pretty sure they would score better than they do right now.
