Who are the worst people?

Put aside moral relativism & nihilism for this one.
For me, it's mainly about the motive. Hitler had a grand ideal of pure, German, nation-state so he would be a lot better in my eyes than an acid attacker who just wants to destroy a stranger's life because of twisted motivations.
It gets difficult though, when you consider mentally ill people like serial killers & paraphiliacs because their motivations are so genuine to them but insane to others.

Moral relativism is an undeniably correct point of view.
However, I would say humans are engrained with some general moral instincts, like protecting children. Some twisted or mentally ill deviate from these. For example, parents that eat their children or serial killers with extreme cases of anti-social personality disorder, who feel a predatory need to kill.
