Put aside moral relativism & nihilism for this one.
For me, it's mainly about the motive. Hitler had a grand ideal of pure, German, nation-state so he would be a lot better in my eyes than an acid attacker who just wants to destroy a stranger's life because of twisted motivations.
It gets difficult though, when you consider mentally ill people like serial killers & paraphiliacs because their motivations are so genuine to them but insane to others.
