Sometimes you can actually make them approach you if you achieve a great level of non-threateningness aura. Other times, you and your "target" approach each other and meet halfway.

In any case, eye-contact and non-verbal communication through eye-contact is key. You don't approach randoms like in cringe PUA videos. Those might as well be tutorials on how  not to do it.
