Yes, but in all honesty you can't really change much about your face either. Jaw/chin + Nose are the only practical fixes. I guess I am tryna see how much people think face vs height matters after being in the average range.

Right now no but as time goes on, many places are offering full reconstructive facial surgery. Once that's offered it's over for shortcels bc LL is a much longer, more painful, more expensive process.

This is a tough question. I’d say the second option is better for one reason only, and that is you can easily heightmax with lifts or the right shoes to get into the 6’ range - while it’s much harder to gain any extra psl points without serious dedication.
