I'll explain what this guy is saying in the simplest possible terms.
You can think of the internet as physical infrastructure. most data is still moving through cables. Actual physical cables that are laid under oceans and Tier 1 ISPs are the ones that own this. and have trillion dollars invested in this infrastructure like Lumen, Zayo, Cogent, GTT, NTT, etc.
Everyone else including Cloudflare, AWS, your ISP. The $5/month VPS you saw an ad for ultimately rides on top of that backbone. Tier 1s don't pay anyone for connectivity. Not one company owns everything there are some that own the trans atlantic cables some that own the asia Pacific region and they share this infrastructure with each other for free which is called peering. And everyone borrows it from them
For 99.9% of websites you never deal with a Tier 1 directly. In all my years as a I've never once dealt with tier 1 ISPs because it's absurd to deal with them.
You rent a server, put Cloudflare in front of it and done you are live within minutes. That is what this forum does and that is what everyone will ever do That's how almost the entire internet runs.. but with T1 isps you are negotiating a business contract. There's no sign-up.
It's like closer to buying/renting a piece of land. you give them the details commit to minimum volume and get your traffic and network validated by people showing up physically and then sign it on a piece of paper. That's why it's they are much harder to get but once they give you that. It's significantly harder to deplatform or take you out. but it's ridiculously expensive because you have to do your own setup. Easily five figures a month minimum climbing into the tens of thousands for real DDoS mitigation on top of that.
Now my question that I still struggle to understand.
Question 1. Who's DDoSing them. As per their own posts, a May 2026 attack came from 5,000+ IPs? Botnets that size are available for a few thousand dollars on the black market so this isn't the work of a lone hacker I feel
Question 2. Why won't providers host them? There are plenty of controversial sites on the internet. Infact cloudfare has defended them before and kiwifarms isn't inherently doing something illegal. Cloudflare, RETN, Voxility, Path, Zayo, and others many others have all refused to carry their traffic. This is usually only happens when you are doing something highly illegal and get a court order. So who are these people targetting kiwi farms?
