Besides, the bear would deal the most damage by hitting probably, and that would only work near the head, but the buffalo has horns

Not as easy. Bull is not a deer or elk. It is built like a tank. Tough skin, long horns, heavy and muscular. Bear is almost guaranteed to die if the bull charges and it is not able to dodge.

I think a bear could survive a charge depending on the range.
In most cases I think the bear wins, they have the same speed, a bear can run away from the charge.
But in extreme far range I think a buffalo wins.
