Not really, you can also argue that there are some local nations that are tall asf, but you can do it with any other race.

Caucasians - dutch and montenegro men who are 6ft+
Mongoloids - some local nations in asia and south america

Blacks are probably the second tallest ppl on Earth behind whites. I think the reason Sub-Saharan Africans are so short is due to things like poverty and malnutrition, not genetics. I'm not 100% sure though.
