Why are blacks the most uncivil

At first I thought it was environmental issues, but there are a lot of ethnic world wide that have it way worse, and yet they aren’t seen as ghetto


Using Latin countries for an example because a lot of them experience violence in a young age. Living in extreme poverty, and yet they don’t sound or are precise as ghetto. You can’t watch cartel members getting arrested and being question and by the way they speak it surprise you because they speak jot, not even using any ghetto slangs that some Mexicans do???? So why is it that blacks are the only ghetto?
When other ethnics experience poverty worse. Also don’t blame rape culture because I listen to rape and so many other people and yet we aren’t ghetto

the cartels only kill people if justified
