canada is a beautiful place and i think it can fix its small population problem easily with a few small rules:

- anyone over 20 who's unmarried pays an annual singles tax. this would be a sliding scale, for example at 21 you pay $500, at 30, you pay $5,000

- any family with less than 5 children pays a tax. again sliding scale depending on age of parents

- any family with 10 children or more receives a big tax credit

growth will resume and canada will hit 500 million people
