Yes and no, the soviet union at first tried legalizing fags, it was only when stalin came to power that he started catering to the russians by banning that shit and leaning far more into russian nationalism, iit happens with most communist states funny enough, they were a bunch of ideological retards that ruined shit and then one guy comes along, improves everything by going back on true communist principles (deng and stalin) until they are a functional state that can compete on the global world, all communist states inevitably just turn into nationalistic authortarian states
