Why are East Africans not considered black by some?

I've seen more than a few people on this forum say Ethiopians, Eritreans, Somalians etc arent black
how would they not be black? Would they be arab or sum shit?

You can usually tell them apart from any “black” despite their darker skin tones.

Their skull & hair types can look very atypical/white.
