Absolutely not. Cold adaption is what makes Asians look the way they do. It's mostly luck plus temperate/coldish climate. Not arctic

See but that doesn't completely explain it either because chinks are arguably the most civilized and have been for the longest time yet they are the ugliest race on earth. It's civilization + interspecies eugenics and luck I think

It's not necessarily x country ate y food = good looks, it's long term developmental stability, sexual selection, and population bottlenecks like groups that lived in relatively stable environments with minimal famine cycles and predictable seasons among so many other factors selected more consistently in terms of proportionality, and neotenous traits over a long chain of generations. Mixing doesn't really average looks upward either though, if two people with poor development reproduce you don't get a reset but more reinforcement as a matter of fact, same goes the other way. Luck definitely matters don't get me wrong, but it's constrained by all the environmental and sexual choices over centuries I've mentioned above which is something people oddly hate acknowledging.
