Why are girls so indecisive?

I had an experience with a girl at the gym who kept looking at me and giving off signals that she liked me, but when I tried to talk to her, she was very curt and seemed uninterested. After that, we didn't speak for a while, but I noticed she kept looking at me, so I messaged her again; she was still very dry in her replies, and when I asked if she wanted to go out, she said no. I don't understand why girls do that.
