Why are girls so weird and hard to read?

Girls and people always stare at me when I go out and girls would like suck in their lips while staring at me or sometimes bite their lips and sometimes they just hold eye contact for long period of time like 30 seconds. I never really know wtf they're thinking when they dont make it obvious or say something. sometimes girls would approach me and talk to me but rarely, other times they'll do weird shit like try to bump into me or just stare without doing anything or saying anything. sometimes they would smile at me but rarely too. and some would say something to me and then run away. Im from kuwait btw 177cm but still feel short asf when i go out
