Why are many people so extremely low IQ when they buy IG followers?

I was just on the Insta page of a former school friend. Random Joe account, not even high quality pictures, nothing special, like everyone. Hes has 4.5k followers, but only 30-60 likes on almost all pictures . I checked the followers and almost all of them are just fake accounts from Asia.
The guy isn't even stupid, he runs his own company, went to university and so on. Does he really think he can get away with this? Does a normie notice something like that when he sees his account?
