BTW, during the communist era the Americans sent here in Romania a black ambassador, he worked previously as ambassador for various African countries. This was considered a grave insult, like the Americans thought we were some 3rd world country on par with Africa, so the diplomatic relationships were strained for a while, it's possible the Persians did something similar here - they sent a black guy as emissary to the Greeks simply to mock them, to suggest they are on the same level as Africans...
