Their environment never pushed them to think about the longterm. They had a sustainable life of hunting and gathering and never needed anything more than that to survive. They are thus very short term leaning in their thinking and planning and they're prone to outbursts. Inhibition is low as they rarely give things second thoughts.

Cultures up north had to learn to adapt to harsher climates. Environments that wouldn't always assure a fresh serving of food every day. People had to plan out ways to survive things like winter. Long term thinking was thus valued and so became the northern cultures we see today.
