Its because there’d be no point in banning people if they could just come back with a new account. You post child porn and get banned? Just create a new account and so on. Might as well toss all the rules out the window if people can break them and get out scot-free.

I've heard on prime lookism there were people with 20 alts each that made entire threads essentially arguing with themselves. Crazy shit, no idea how anyone's got time or even the idea for stuff like this.
