1. Too mountainous
2. Warlike place
3. Isolated culture so they got bullied by everyone
4. The Ottomans waged war on Albanians forever basically, the whole Ottoman maps controlling Albania are actually cope, cause majority of those mountain peaks were independent and the Ottomans could never tax them and they had a perma war for over 100 years until finally being conquered in the 18th century, but those brutal wars caused mass poverty and death
