Why are the bully victims always punished when they snap and go ER, but the bullies never punished?

It enrages me so much! Bullies are never punished, but if the bully victims snaps and go ER, he is punished, imprisoned for the rest of his life. But the bullies are never punished. Why the fuck is it like that? It's infuriating. Most of the time, the bully victims who go ER don't just do that overnight. They have been bullies for many years. They have tried to tell the teachers, but nothing is done. Many of them end up veing misdiagnosed as autistic as well, which destroy their future even more and takes away their opportunities. It's understandable that they snap one day and go ER. Now, i am NOT defending any of those who go ER in ANY way. I just say that this is an explanation, NOT an excuse. What it however, shows is that schools and society always side with bullies.
