Blonde hair isn't ideal (on men), brown or jet-black hair is. I think what you mean is Caucasoid/Caucasian facial features (i.e. deep-set eyes, prominent brow-ridges, orthognathic facial profiles, high-set angular noses, etc.). The main reason many people consider Caucasoid features more attractive is because it is more aesthetically pleasing & has the best ratios, also the Caucasian skull is the most sexually dimorphic & gerontomorphic. Progressive features include things like tall nasal bridges, strong chins, upright rather than sloping foreheads, etc. Primitive features are the opposite of those things.
