Definitely not. There's god knows how many potential world class 100 m runners in football. The talent pool for football is 1000s of times bigger than the talent pool for sprinting, best atheltes in the world are footballers

There's not much money made from running, the top athletes usually become footballers, basketball players, etc. where they are much better paid, usually those who don't have enough talent for these sports, become sprinters.
Some people theorized that basketball players could be world's best sprinters if they would train specifically for that, for a long time too much height was considered detrimental to achieve high speed, but then came Usain Bolt at 6'5 and shattered many sprinting records.
