In canada ppl r punished less while commiting crimes under the influence. Idk why the west excuses awful or stupid behavior when drunk. Drinking is a dumbfuck habit and if you can't handle yourself while drunk then don't drink. If ppl banned alcohol then the crime rate would go down as there would be far less perpetrators and victims. The only problem is alcohol occurs naturally in most food so its impossible to ban.
