For example I am 197cm 99kg about 15% now

To reach 7% bf I will be 85kg maybe

You know how much of a bully victim I will look at that weight? But you have to be lean to get a good looking face

So as a natural it is already incredibly hard to look decent and lean

Let alone as someone who is tall... You will look extremely soft and bully victim to get a lean face as a tall guy even with hypertrophy.
